"Tuition-Free Germany" Is True. It Is Not the Whole Story.
For African students, Germany has a reputation that few countries can match: world-class universities, strong engineering, and no tuition fees at most public institutions. It is a genuinely excellent destination, and for the right student it is the right choice.
But "tuition-free" describes one line on the bill. Around it sit a blocked bank account, a language requirement, a preparatory year for many African school certificates, a visa process that has been slow and uneven for applicants from the continent, and living costs that are real money. What "Tuition-Free" Really Means
Public bachelor's programmes in Germany are tuition-free for non-EU students in 14 of the 16 states. That is a real advantage, with three caveats:

Add it up and Germany's first year comes to roughly €14,000 before any tuition in a fee-charging state: the blocked-account amount, health insurance, semester contributions and the visa fee. The Language Question
This is where many African applicants lose time.
- German-taught bachelor's programmes generally require C1 German, shown through a test such as TestDaF, DSH or telc. Some universities accept B2 if you commit to more language study.
- English-taught programmes exist, but they are far fewer at bachelor's level and typically ask for IELTS 6.5 or equivalent.
- Day-to-day life, from the bank to the landlord to part-time jobs, is easier with German.

The Studienkolleg Year
Many African secondary qualifications, including the WASSCE, are not treated as equivalent to the German Abitur. Holders are usually directed to a Studienkolleg, a preparatory course that ends in an entrance exam, before they can start a degree. Counting applications, the course and the exam, the whole journey can take 12 to 18 months before the degree itself begins. Public Studienkollegs charge only a semester contribution, but private ones can charge thousands of euros.

Germany requires the full set of certificates, translated and recognised, before you can even apply. SBS is more flexible. The Visa Reality
Germany's visa process has been difficult for applicants from several African countries, and the numbers show it. According to a reply to a question in the German Bundestag, in 2022 more than 3,400 of 7,914 student-visa applications from Nigeria (about 43%) were refused, and 1,972 of 8,150 from Ghana (about 24%). Other countries have fared differently. Kenyan applicants, for example, can book through an outsourced centre with shorter waits, and refusal rates vary by year.
Waiting for an appointment is a separate hurdle. Reports from busy centres describe waits of several months for an appointment before processing even starts, and the whole journey from application to arrival commonly takes three to six months or more. If you miss the winter-semester start because an appointment came late, you lose the year.

- You want to study engineering or research-heavy subjects at a top German university, and you are prepared to learn German or have a strong English-taught place.
- You want to work while you study. International students may work up to 140 full days or 280 half days a year.
- You want to stay and work afterwards. Graduates can extend their permit by up to 18 months to look for a job matching their degree.
- You want access to Europe, and you are comfortable with a longer, more demanding process.
Where India Wins
